The Rochester City School District is expected to submit its final plan to the State Education Department on May 15th to turn East High School around. The struggling school has failed to meet state requirements prompting the State Education Department to act this year. The District was directed to adopt a new plan for East – a plan intended to bring about significant change. But as WXXI's Hélène Biandudi Hofer reports, some believe there's one key element that can't be overlooked as District and school leaders work to improve the future of East High.
