James Moore denied parole in connection with 1962 murder in Penfield

A NYS Parole Board this week denied a request for early release from James Moore.

Moore was convicted of the rape and murder of 14 year old Pamela Moss in 1962 in Penfield.

The Monroe County District Attorney’s Office says that Moore also confessed to sexually assaulting dozens of other young girls in the Rochester area.

Moore agreed to spend the rest of his life in prison to avoid the death penalty, an arrangement the DA’s office says was authorized by the victim’s family if they could be assured that Moore would never again be free.

But changes in state law have given Moore the opportunity to seek release. He was denied early release after a recent appearance before a parole board. He has served 55 years of his life sentence so far.

“Despite his age and the current duration of his incarceration, I believe that James Moore remains a threat to our community and to any community in which he settles,” said District Attorney Sandra Doorley. “This denial of early release will serve to keep a dangerous predator off the streets while preserving the pact that allowed Mr. Moore to escape the death penalty for his crime decades ago. In addition, I believe that this outcome would ensure that justice continues to be served to Mr. Moore’s victims and the Moss family.”

Moore is now 84 years old and is imprisoned at the Coxsackie Correctional Facility in Greene County.
