RPD Chief Releases More Info About Tasing Incident

Rochester police have released the names of the officers involved in a tasing incident that killed a man over the weekend. They also officially released the name of the man who died.

He is Richard Davis, a 50 year old city resident and an ex-Marine.

Police Chief Mike Ciminelli says the officer involved in deploying the Taser, Thomas Frye, is on desk duty until a full investigation is completed.

"This does not imply any conclusion at this point, but this is a standard operating procedure, when an officer is involved in a critical incident like this."

Ciminelli says the Rochester Police Department outfits about half of their force with Tasers, and all officers that use a Taser have felt it at some point. The chief also says they are also gathering data that will shed light on their protocols, like how often they use Tasers on civilians, and will release that information at a later date.

Police also say they have a video of the tasing incident that killed Davis on Sunday morning.

"At this point, we have obtained at least one cell phone video...which shows a small portion of the incident. We've also located a small home security camera video," Ciminelli told reporters.

Ciminelli says they will most likely release the video once they get the OK from District Attorney Sandra Doorley.

The police chief says officials are conducting an investigation into the incident. He says there have been attempts to speak with Davis's family directly, and that he has a message for them.                       

"They have our prayers, and our sympathy, and our thoughts that this occurred. I can assure them that we will do a full, fair, and thorough investigation to determine the facts, and we will hold ourselves accountable for what we did."
