City Finance Director Charged With DWI

A Rochester city official has been charged with drunk driving. State Police say that 59 year old Charles Benincasa (who is the city's finance director), was arrested Thursday night.

They say at about 8:40 p.m. troopers monitored a 911 radio transmission regarding a reported hit and run collision at a McDonald's on Culver Road in the city. A few minutes later, they assisted an RPD officer who had stopped Benincasa's vehicle on Ohio Street and placed him under arrest. Police later learned that no collision had actually occurred.

Benincasa was taken to the State Police station on Scottsville Road, processed and released. He is scheduled to be arraigned on the DWI charge in city court on March 24th.

A City Hall spokesman, James Smith, says  that they are aware Benincasa has been charged, but says he was in his personal vehicle and was not working for the city at the time of his arrest. He says this will be an issue for the legal system to handle.
