Former RHA Chairman facing additional charges in federal indictment

Federal authorities have filed additional charges against George Moses, the former chairman of the Rochester Housing Authority.

A federal grand jury has returned a 28-count superseding indictment charging the 50 year old Moses with conspiracy to commit wire fraud, wire fraud and aggravated identity theft. In May, Moses was indicted on two counts of allegedly making false statements to the FBI.

Prosecutor Rick Resnick says the new charges involve alleged schemes to defraud Quad A for Kids, and Rochester Housing Charities.

Moses is executive director of Northeast Area Development Association in Rochester, a not-for-profit which officials say worked to revitalize and stabilize a neighborhood in northeast Rochester. He was chairman of the Rochester Housing Authority until 2018, and a member of the board of directors of Rochester Housing Charities, from March 2015 to 2017.

Former Rochester City Councilmember Adam McFadden was Executive Director of Quad A for Kids, which provided after-school and extended-day learning programs at some elementary schools. The organization was operated as a separate entity from the city school district and got funding from the Rochester Area Community Foundation Initiatives.

Moses is accused of conspiring with McFadden to defraud Quad A for Kids and the Rochester Area Community Foundation Initiatives. Moses is also charged with defrauding Rochester Housing Charities.
