The question of Syracuse's I-81: New York NOW

For years Syracuse has debated what to do with the over one mile stretch of Interstate 81 that cuts through the city.  Do they rebuild it or just tear it down?  

Right now the highway divides downtown from the booming University Hill area.  Ultimately the decision will rest in the hands of the Federal Government and the NYS DOT but at least one group has come forward with a proposal that they say could connect the city in a way that I-81 can't.
